I call bullshit. Or at least, badly misunderstood neuroscience. Slow reading involves the parts of the brain used in speech - plausible. Slow reading involves sending the words to the larynx to go through the muscle motions, which then somehow get back to the brain - bull.
Of course, the best way to improve your reading speed is to read stuff that actually makes sense (ie not philosophy) :P
Disclaimer: I read somewhere within his "reading with your eyes" range, at least when reading fast. I can't feel anything going on in my larynx when reading slowly, but that probably doesn't mean much.
